Are you a highly experienced Housing Reviews professional with a strong track record of delivering S202 Reviews and managing complex legal challenges?

Bromley Council is seeking an experienced Reviews Officer to lead on statutory housing reviews, ensuring legally robust decision-making in line with the Housing Act 1996, Homelessness Reduction Act 2017, statutory guidance and case law.

This is a specialist role requiring significant experience in homelessness legislation and statutory reviews. We are looking for someone who can confidently manage complex cases, produce defensible decisions, and support the wider housing service through expert guidance and training.

Key Responsibilities

  • Conduct and determine complex statutory reviews under Parts VI and VII of the Housing Act 1996.
  • Investigate cases, assess evidence and issue legally compliant review decisions within statutory timescales.
  • Work closely with Legal Services on pre-action protocols, Judicial Reviews and S204 County Court Appeals.
  • Make decisions regarding interim accommodation pending review and appeal outcomes.
  • Support service improvement through quality assurance, policy development and procedural reviews.
  • Deliver training, coaching and mentoring to housing colleagues and partner organisations.
  • Contribute to income generation through the provision of S202 Reviews and specialist training services.

About You

You will bring:

  • Extensive experience conducting S202 Reviews within a local authority housing service.
  • Expert knowledge of Housing Act 1996 Parts VI & VII, homelessness legislation, statutory guidance and relevant case law.
  • Proven experience responding to Judicial Reviews, pre-action protocols and S204 Appeals.
  • Strong investigative and interviewing skills, with the ability to assess complex evidence and reach sound decisions.
  • Experience managing demanding caseloads and consistently meeting statutory deadlines.
  • Excellent report-writing and communication skills, with the ability to produce clear, robust and legally compliant decision letters.
  • Experience coaching, mentoring and developing housing professionals.
