Retrofit Site Manager (Social Housing - EWI & Decarbonisation)

The Opportunity
An established property services contractor is seeking an experienced Retrofit Site Manager to oversee the delivery of social housing retrofit, external wall insulation (EWI), and decarbonisation programmes across Surrey.
This is an excellent opportunity to join a growing business delivering PAS 2030/2035 compliant energy efficiency works for housing associations and local authorities. The successful candidate will take responsibility for managing site operations, ensuring projects are delivered safely, on programme, within budget and to the highest quality standards, while maintaining excellent resident satisfaction.
The Role
As Retrofit Site Manager, you will lead the delivery of occupied social housing refurbishment and retrofit projects , with a strong focus on External Wall Insulation (EWI) alongside wider energy efficiency improvements.
You will manage directly employed operatives and subcontractors, coordinate works with residents and clients, monitor quality and health & safety, and ensure all works are completed in line with PAS 2030/2035 and funding requirements.
Key Responsibilities
Manage the day-to-day delivery of occupied social housing retrofit and planned maintenance projects.
Oversee the installation of External Wall Insulation (EWI) systems, ensuring works meet manufacturer specifications and quality standards.
Coordinate wider retrofit measures including:
Loft and roof insulation
Window and door replacements
Ventilation upgrades
Draught-proofing
Low-carbon heating systems
Renewable energy installations where applicable
Prepare and manage construction programmes to ensure projects are delivered on time and within budget.
Lead site teams, subcontractors and suppliers, ensuring productivity and quality standards are achieved.
Ensure full compliance with PAS 2030/2035, Building Regulations, ECO funding requirements and all relevant legislation.
Carry out regular quality inspections, site audits and health & safety checks.
Manage resident liaison throughout works, ensuring excellent customer service and minimal disruption to occupied homes.
Attend client meetings and provide progress updates, programme reports and site documentation.
Work closely with commercial teams to identify variations, control costs and maximise project performance.
Ensure accurate site records, RAMS, permits and compliance documentation are maintained.
Promote a positive health & safety culture across all projects.
About You
The successful candidate will have:
Previous experience managing social housing planned works or retrofit projects .
Strong knowledge of External Wall Insulation (EWI) installation and refurbishment works.
Experience delivering projects within occupied residential properties.
SMSTS qualification.
CSCS Manager Card.
IOSH Managing Safely (or equivalent).
First Aid at Work.
Good understanding of PAS 2030/2035, Building Regulations and retrofit compliance.
Ability to interpret drawings, specifications and programmes.
Strong leadership, communication and resident engagement skills.
Good commercial awareness with experience identifying variations and managing programme performance.
Full UK Driving Licence.
Desirable
Retrofit Coordinator or Retrofit Assessor qualification.
Experience delivering SHDF, ECO4, LAD or other funded retrofit programmes.
Knowledge of decarbonisation and net zero initiatives within social housing.
Experience working for a principal contractor delivering planned maintenance or energy efficiency works.
